The Subgroup for Cultivating Elites

Elite:referring to some groups of people who have more competitive social strength (e.g. Labor, productivity, transformability and other comprehensive abilities).

Training model:Through the cooperation with well-known universities, international institutions, public sectors and advanced enterprises at domestic and abroad, Macao SAR selects the best personnel from all sectors of society and supports them to study, to be trained or to practice outside of Macao, for cultivation and reserve of high potential talents.

Internship Programs

"Internship Program of International Organizations"

Brief introduction

In order to broaden the horizon of Macao youth, and enable them to learn about multiculturalism and promote professional growth, the Talents Development Committee has signed agreement with organizations affiliated to the United Nations and supported qualified Macao youth talents under the age of 30 interning in their headquarters, offices and affiliated institutions for 12 months. In so doing, these talents can gain valuable experience in serving international organizations and have potential to become international professionals.

The Macao Special Administrative Region Government signed a cooperation agreement with the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 2016, launching the "UNESCO internship program" for the first time in 2017 to allow up to 10 Macao youths to participate in education, science and culture projects of the UNESCO. So far, 13 young talents have participated in this program in UNESCO field offices across three different continents: Europe, Africa and South America.

In 2018, the Government has signed an agreement with the United Nations High Commissioner for Refugees (UNHCR) after continuous consultation, funding up to 3 Macao young talents to intern in UNHCR.. In 2019, 3 Macao talents were designated to Jordan for internship, engaging in the work of data analysis, external relations and community based protection. It is expected that through the field work and international experience, Macao youths can have a better understanding on how the UN actually works on the current refugee issues in Jordan.

Talents Development Committee will continue to expand the cooperation with more international organizations, exploring potential internship opportunities in more areas of international affairs, in order for Macao talents to gain more solid understanding on the current world development.

"Macau Youth Internship Program in Greater Bay Area"

Brief introduction

This program aims at Macao talents who are interested in working in Greater Bay Area. During every summer holiday, Talents Development Committee organizes program for the college students who are permanent residents of Macao in age between 18 to 29, to intern in the enterprises or institutions in cities of Greater Bay Area of Guangdong. Through the work experience, students are expected to deepen the understanding of economic and social development in the Mainland and explore the possibilities of innovation and development in Mainland. The program is jointly organized by the Talents Development Committee and the Hong Kong and Macao Affairs Office of the Guangdong Provincial People's Government. So far, nearly 50 talents have participated in the program. They were funded by the Government for round-trip air tickets, living expenses and insurance expenses during the internship period. "Macao Youth Internship Program in Greater Bay Area (entrepreneurship immersion program)"

Brief introduction

This program aims at Macao talents who are interested in starting business in Greater Bay Area. During every summer holiday, Talents Development Committee organizes program for the college students who are permanent residents of Macao in age between 18 to 29, to experience entrepreneurship in the main Science & Technology Entrepreneurial Park in cities of Greater Bay Area of Guangdong. Through the immersion experience, students are expected to enhance the knowledge of building an enterprise and deepen the understanding of relevant local policies. The program is jointly organized by the Talents Development Committee and the Hong Kong and Macao Affairs Office of the Guangdong Provincial People's Government. So far, nearly 40 talents have participated in the program. They were funded by the Government for round-trip air tickets, living expenses and insurance expenses during the internship period.

Scholarship Scheme

"Master of Business Administration Courses Scholarship Scheme"

Brief introduction

In order to train high-level management talents, the Government encourages Macao residents to take 13 top MBA courses offered by the world's leading business schools, to learn about cross-disciplinary business knowledge, and to strengthen innovative and global strategic thinking. The scheme is jointly organized by the Talent Development Committee and Macao Foundation. Each year at most funds 5 quotas every year, and the subsidy amount per person is 200,000 Macao dollars.

Macao SAR Government is committed to supporting qualified Macao residents studying advanced MBA programs run by top business schools worldwide, in order to cultivate more local managerial or executive talents who have international perspectives and inter-disciplinary knowledge on business management.

"Scholarship Scheme for Master's Degree Courses at the University of Coimbra, Portugal"

Brief introduction

In order to train bilingual professionals, since 2017, the Talent Development Committee, Higher Education Fund and the Macao Foundation have jointly launched the ‘Scholarship Scheme for Master's Degree Courses at the University of Coimbra, Portugal’, to fund maximum 3 students every year, and the scholarship amount per year is 61,000 Macao dollars.

"Postgraduate Degree Course Scholarship Program - Association of Principals of Portuguese-speaking Universities"

Brief introduction

In order to promote the talent development for the "China-Portuguese Countries Business Cooperation Service Platform", from 2019 the Government funds Macao residents to attend postgraduate degree courses offered by universities affiliated to the Association of Principals of Portuguese-speaking Universities, thereby training more professionals of various fields.

The program is jointly organized by the Talent Development Committee and the Higher Education Fund, the funding quotas and amounts are as following:

"Scholarship Scheme for Master Course of the Institutions under Portuguese Polytechnics Coordinating Council"

Brief introduction

In order to promote the talent development of “the Commercial and Trade Co-operation Service Platform between China and Portuguese-speaking Countries”, the Macao SAR Government will subsidize Macao residents to attend the master's degree courses offered by the institutions under the Portuguese Polytechnics Coordinating Council from 2020, with a view to enhancing the cultivation of various professional talents.

The scholarship scheme, co-organized by Talents Development Committee and Macao Higher Education Bureau, provides up to 8 grants per year at a cost of MOP 61,000.
