Professional Certification and Registration
Those intending to work as lawyer in Macao are required to complete trainee courses organised by the Macao Lawyers Association (AAM) in order to be eligible for lawyer registration with AAM. For details, please refer to the website of AAM. (Information available in Chinese and Portuguese only)

For residents intending to work as doctors/nurses/therapists:
To be a doctor, dentist, Chinese medicine doctor, dentist, Chinese medicine doctor, chiropractor, acupuncturist, therapist, assistant technician and nurse, you must apply for a permit.

Those intending to work as pharmacist are required to register with the Health Bureau first. Applicants are required to hold a bachelor’s degree in Pharmacy and pass the professional qualification assessment organised by the “Pharmacist Licence Technical Committee” in order to be registered as a pharmacist. The professional qualification assessment mainly covers the current pharmacy legislation in Macao (details), pharmacy practice and pharmacology. Auditor, accountant or professional accountant
Residents of the Macao SAR who wish to register as auditors, accountants or professional accountants must meet the registration requirements and pass the mandatory examination. Please refer to the website of the Finance Bureau for relevant procedures and examination information.
Eligibility system for urban construction and urban planning
Technician responsible for planning, as well as guidance and implementation of engineering must register in the land of public transport in advance, including: architecture, landscape architecture, urban planning, civil engineering, fire protection engineering, environmental engineering, electrical engineering, mechanical and electrical engineering, mechanical engineering, chemical engineering, industrial engineering, fuel engineering and traffic engineering.

Entry qualifications for teaching staff (non-higher education category)

The Scheme of Professional Qualification of Social Workers in Law no. 5/2019 was published in the Official Gazette of the Macao SAR dated 1st April 2019 and entered into force one year after the publication (i.e. on 2nd April 2020). In the one-year transitional period after the law enters into force (from 2nd April 2020 to 1st April 2021), the following persons are required to apply for recognition and registration of professional qualification:
- Holding a bachelor’s degree or above in social work;
- Holding a higher degree in a 3-year social work degree programme;
- Graduated from secondary education or holding a diploma in a 2-year programme in Macao SAR, and having worked with the title “social worker” in Macao SAR for not less than 10 years;
- Holding a bachelor’s degree or above considered by the Professional Council of Social Workers of Macao (CPAS) to be sufficient for practicing the profession of social worker.
Starting from 2nd April 2023, applicants for recognition of professional qualification in social work are required to pass the professional qualification assessment examination before registering as a qualified social worker. Real Estate Agent License
The Real Estate Intermediation Act of Macao (Law no. 16/2012) entered into force on 1st July 2013. According to the law, real estate brokerage activities on immovable property located in Macao SAR can only be carried out by persons with valid “real estate agent licence”. A specific and standardised professional qualification assessment system as well as a monitoring and punishment mechanism have been set up by the law to regulate the operation of real estate market for ensuring the rights and interests of consumers. Those intending to carry out individual insurance intermediary business in Macao are required to apply for the licence of relevant professional practitioners (i.e. licence for individual insurance agent or insurance salesman) with the Monetary Authority of Macao (AMCM). In addition to acquiring the basic knowledge of insurance business, applicants are required to complete the professional training recognised by AMCM. For details, please refer to the website of AMCM.
Junket Promoter License
Individuals or companies intending to promote casino games of chance or other casino games through the allocation of facilities such as transportation, accommodation, food and entertainment, in return for a commission or other remuneration paid by a concessionaire, are required to apply for the junket promoter licence issued by the government through the Gaming Inspection and Coordination Bureau (DICJ) before carrying out the mentioned business. Macao Tour Guide Card
Prior to registering with the Macao Government Tourism Office and being issued a tour guide card, those intending to work as tour guides (tour guide is a professional who receives remuneration for welcoming, accompanying and guiding visitors in Macao) are required to hold a higher degree or bachelor’s degree in tourism studies provided by a local tertiary institution in Macao, or pass the examination after taking the Tour Guide Course provided by the Macao Institute for Tourism Studies.
