Overview

The long-term mechanism of talent training is one of the five long-term mechanisms established by the current Government. In order to better implement the talent training work, the Government established the Talents Development Committee in 2014, the work of which is to establish a sound talents development system for the SAR so that the residents can fully develop their personal talents. The Committee has three basic functions:

  1. Forecast of talent needs (The Task Force of Planning and Evaluation)
  2. Talents training and encouragement (The Task Force of Talents Training Program)
  3. The use of talent resources (The Task Force of Encouraging Talents to Return to Macao)

Planning Evaluation Task Force:

It aims to provide scientific statistical data for decision makers of talents development, through the setting up of a data bank on the future demands on talents.  Such data bank is built on a general view of the current situation of the society, economy, level of technology, education and culture, and adopts scientific data collection, research and analysis to determine the shortfall of talents supplies as reflected in the types/categories/titles of jobs in a particular sector/industry/time period.  Through ongoing collection and optimisation of the data bank, and research on the relevant information on accreditation and professional certification, a reliable talent development mechanism will be formed, which in turn will help promote the building up of different types of talents.

  • Details of work: 

    • To set up “Talents Information Registration System” to collect information on different types of talents (gender, age, qualifications, skills and work experience, etc).  The new version of “Talents Information System” launched on 12 December 2016 offered a new approach to collect talents information, and optimised the structure of data.  Between July to November 2017, two phases of dynamic search on email system further improve the accuracy of the collected information, and have strengthened the communication with registrants.  To cope with the implementation of the talents information system mentioned in the “Five Year Development Plan’ of Macao SAR, the Talents Development Committee will further improve the function of the databankand related analysis.. 
    • Phase 3 is to set up a high-in-demand talents databank. To establish Macao as a “World-class Tourism and Leisure Centre”, sufficient talents related to the tourism industry are highly demanded, and opportunities for employees’ upward and horizontal movement should be guaranteed. Therefore, in 2015, the Talents Development Committee has appointed four tertiary institutions to conduct a research on the forecast of demands for talents in five industries, which include: Gaming, Retails, Hospitality Industry, Food and Drink, , and the MICE industry.  Based on the data collected, the Committee has compiled several documents: “A Checklist on the demands of talents in the five industries” and the “A Checklist on the Demands”,providing scientific references for the formulation of talents policies and talents cultivation. The checklists could also beused as references for recruitments in enterprises.  Opinions from sectorial representatives were also collected and analysed, and “List of urgently demanded talents in key sectors” was therefore compiled, covering qualifications, experience, remuneration, professional skills, and competence of these high-in-demand positions.  Ongoing research and surveys.  The finance industry is the third pillar industry of Macao taking up 5% of the GDP, and therefore an important area to boost up economic diversification.  Whereas the construction industry, taking up 4.5% of the GDP, is also considered to be a highly valued industry, second to the gaming industry.  Therefore, the Talents Development Committee has in 2016 commissioned the tertiary institutions to conduct a “Research on the future talents demands in the finance industry of Macao” and a “Research on the future talents demands in the Construction Industry”.  These two researches have been completed in the first half of 2017, and provided scientific data for the policies and measures for the formulation and cultivation of the talents in relevant industries. In particular, with the assistance and professional guidance of the Macao Banking Association, the “2017-2019 Finance Talents Needs Checklist” and the “List of high-in-demand Talents in the Finance Industry 2017-2019” have been compiled.  In future, a deeper analysis will be conducted on the high-in-demand talents of the Construction Industry. 
    • Completion of the “Five-Year-Action-Plan of the Medium- and Long-term Talents Cultivation of Macao”.  To cope with the talents cultivation work of the “Five-Year Development Plan’ of Macao SAR, and to implement the medium-term talents cultivation measure, the Talents Development Committee has collected ideas and opinions from Committee members from three areas, namely, Talents Planning Evaluation, Talents Cultivation, and Returning of Talents. These laid the foundation for the feasibility study on which the research institution will further collect and analyse data, and for subsequent formulation of the initial action plan, which has activated in May 2017.  As the plan touches on the coodination of other departments/organisations, the Committee has solicited opinions from involved institutions, including: Macao Foundation, Macao Science and Technology Development Fund, Higher Education Support Office, Education and Youth Bureau, Macao Monetary Authority, Economic Bureau,  Macao Trade and Investment Promotion Institute, Cultural Affairs Bureau, Labour Affairs Bureau, SAFP (Administration and Public Services Bureau), Macau University, Macao Polytechnic Institute, Institute For Tourism Studies, Macao Science and Technology University, and Macao City University, etc.  Finally, the “Five-Year-Action-Plan of the Medium- and Long-term Talents Cultivation of Macao’ was formulated.  The action plan is divided into 19 development strategies and 45 measures/items, which are to be held responsible and executed by the Talents Development Committee and the above 15 organisation/units. 
    • Ongoing collection of statistical data from relevant departments on the licensing and professional qualifications, including: sea-freight personnel, sailors, yacht drivers, security guards, drivers’ trainers, etc.
