The long-term mechanism of talent training is one of the five long-term mechanisms established by the current Government. In order to better implement the talent training work, the Government established the Talents Development Committee in 2014, the work of which is to establish a sound talents development system for the SAR so that the residents can fully develop their personal talents. The Committee has three basic functions:
- Forecast of talent needs (The Task Force of Planning and Evaluation
- Talents training and encouragement (The Task Force of Talents Training Program)
- The use of talent resources (The Task Force of Encouraging Talents to Return to Macao)
The Task Force of Encouraging Talents to Return to Macao
Macao currently has a population of about 653,000, of which 182,000 are non-resident employees. About 680,000 Macao residents are eligible in the “2016 Wealth Partaking Scheme”, which estimates over 100,000 Macao residents reside outside of Macao. Apart from students, there is no lack of professionals and elites among them. Therefore, encouraging talents to return to Macao is the main part of work of the Task Force. Carrying out such work enables Macao society to obtain high-quality human resources required, and re-proportionate for a better local talent structure .

Holding the "Celebrating 15th Anniversary of the Macao SAR – Talents Group Investigation Plan"
The project was successfully held from February1-5, 2015. During the five-day event, 19 Macao residents who worked or started businesses outside of Macao visited a number of public sectors, tertiary institutions, facilities of large-scale enterprises and the historic urban areas of Macao. They also exchanged views with local communities to learn more about the future development opportunities of the SAR.
Information Platform for Returning Macao Residents
The SAR Government has established an online information platform for those who intend to reflow back to Macao, to better understand Macao's livelihood and development. Information includes: business running and startup, job and employment, industry overview, social security, taxation, education, health and welfare, transportation, infrastructure and housing, leisure and entertainment, immigration procedures, individual cases of talents who have returned to Macao, and so on.
"Pilot Project of Overseas Macao Talents to Provide Short-Term Services in Macao"
Having conceived the " Pilot Project of Overseas Macao Talents to Provide Short-Term Services in Macao" in 2016, the Task Force learned respectively from the University of Macau, the Macao Polytechnic Institute and the Institute for Tourism Studies about the recruiting procedures for teaching and research staff. Study on Returning Macao Residents
To encourage Macao residents who have resided outside of Macao for long and young people who study outside of Macao to return, the Task Force has commissioned an institution to carry out a study on the "Action Plan for Encourage Talents to Return to Macao". This study generalized the push and pull factors on residents returning to Macau through interviews with returned residents, enterprises and local organizations. It also suggested regular measures in short and medium run on tracking and keeping contact with talents, so as to enhance talents returning to Macau.

"Celebrating 15th Anniversary of the Macao SAR – Talents Group Investigation Plan"
The project was successfully held from 1 to 5 February 2015. During the five-day event, 18 Macao residents who worked or started businesses outside of Macao visited a number of public sectors, tertiary institutions, facilities of large-scale enterprises and the historic urban areas of Macao. They also exchanged views with the Macao community. The participants believed that since the establishment of the SAR, remarkable progress was achieved in economy and urban construction and that having learned more about the future planning through that visit, they expected that more opportunities would be brought to overseas Macao talents along with development of the society.
During the event, the participants visited a number of public departments and institutions, including: the Cultural Affairs Bureau, Cultural Industry Committee, Supporting Office to the Secretariat of China and Portuguese - Speaking Countries Economic Cooperation Forum (Macao), Macau Productivity & Technology Transfer Center, Infrastructure Development Office, Tourism Development Committee, Macao Trade and Investment Promotion Institute, Transportation Infrastructure Office, Health Bureau and Macao Science and Technology Development Fund. Through exchanges with the heads of those departments, the participants obtained a better understanding of the future development planning and talent needs of the SAR in the areas of arts and culture, health care, economy and trade and infrastructure. In addition, the participants visited the Heng Qin Campus of the University of Macau, the Institute of Tourism Studies and the Macao Polytechnic Institute and other institutions of higher learning to get to understand the work in personnel training in those institutions.
The Committee also held two symposiums in the 1st and 2nd lecture halls in Wui Chi Building of the Macao Polytechnic Institute. Eleven members of the visiting team spoke on topics of information technology, medical care, convention and exhibition and other industries closely related to Macao's development. The speakers also shared their personal career experience. The symposiums attracted more than 100 people to attend. Question & Answer sessions were arranged at the scene and the atmosphere was warm during the exchange.
At the subsequent exchange dinner, the team members gathered together with the Committee members and, based on the ideas inspired during several successive days' visit and exchange, provided their valuable advice and suggestions on how to attract Macao talents to return to and stay in Macao. Some participants said that through their visit, they obtained a better understanding of the objective and direction of developing diversified industries and the concrete planning and development orientation for building “one center, one platform” in Macao. They expected that with the economic and social development, the SAR would be able to bring about more opportunities for Macao residents residing outside of Macao.
