Talent training

Overview

The long-term mechanism of talent training is one of the five long-term mechanisms established by the current Government. In order to better implement the talent training work, the Government established the Talents Development Committee in 2014, the work of which is to establish a sound talents development system for the SAR so that the residents can fully develop their personal talents. The Committee has three basic functions:

  1. Forecast of talent needs (The Panel of Planning and Evaluation)
  2. Talents training and Incentive strategy (The Panel of Talents Training Programs)
  3. The use of talent resources (The Panel of Encouraging Return of Overseas Macao Talents)

 

The Panel of Talents Training Programs:

The work of this Panel is divided into three categories, namely "Subgroup for Cultivating Elites ", "Subgroup for Incentivizing Qualified Professionals" and "Subgroup for Cultivating Skilled Talents".

 

The Subgroup for Cultivating Elites

Elite:referring to some groups of people who have more competitive social strength (e.g. Labor, productivity, transformability and other comprehensive abilities).

Training model:Through the cooperation with well-known universities, international institutions, public sectors and advanced enterprises at domestic and abroad, Macao SAR selects the best personnel from all sectors of society and supports them to study, to be trained or to practice outside of Macao, for cultivation and reserve of high potential talents.

Internship Programs

"Internship Program of International Institutions"

Brief introduction:

In order to broaden the horizon of Macao youth, and enable them to learn about multiculturalism and promote professional growth, the Talents Development Committee has signed agreement with organizations affiliated to the United Nations and supported qualified Macao youth talents interning in their headquarters, offices and affiliated institutions for 12 months. In so doing, these talents can gain valuable experience in serving international organizations and have potential to become international professionals.

The Macao Special Administrative Region Government signed a cooperation agreement with the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 2016, launching the "UNESCO internship program" for the first time in 2017 to allow Macao youth to participate in education, science and culture projects of the UNESCO in Africa and South America. So far, seven young talents have participated.

In 2018, the Government has signed an agreement with the United Nations High Commissioner for Refugees (UNHCR) after continuous consultation, thus launching the internship programs of UNESCO and UNHCR in 2019. It is expected that through the field work and international experience, Macao youth can have a better understanding on development work and current world affairs.

The programs are jointly organized by the Talents Development Committee and the Macao Foundation who provides maximum 10 funding quotas each year. Funding covers subsidies for round-trip air tickets, living expenses and insurance expenses during the internship period. Find the details below:

"Macau Youth Internship Program in Greater Bay Area"

Brief introduction:

This program aims at organizing college students who are the permanent residents of Macao in age between 18 to 29, to intern in the enterprises or institutions in cities of Greater Bay Area of Guangdong during summer vacation. Through the work experience, students are expected to deepen the understanding of economic and social development in the Mainland and explore the possibilities of innovation and development in Mainland. The program is jointly organized by the Talents Development Committee and the Hong Kong and Macao Affairs Office of the Guangdong Provincial People's Government. Maximum 36 students are funded by the Government every year for round-trip air tickets, living expenses and insurance expenses during the internship period. The details could be found below:

 

Scholarship Scheme

"Master of Business Administration Courses Scholarship Scheme"

Brief introduction:

In order to train high-level management talents, the Government encourages Macao residents to take 13 top MBA courses offered by the world's leading business schools, to learn about cross-disciplinary business knowledge, and to strengthen innovative and global strategic thinking. The scheme is jointly organized by the Talent Development Committee and Macao Foundation. Each year at most funds 5 quotas every year, and the subsidy amount per person is 200,000 Macao dollars.

Macao SAR Government is committed to supporting qualified Macao residents studying advanced MBA programs run by top business schools worldwide, in order to cultivate more local managerial or executive talents who have international perspectives and inter-disciplinary knowledge on business management.

 

"Postgraduate Degree Course Scholarship Program - Association of Principals of Portuguese-speaking Universities"

Brief introduction:

In order to promote the talent development for the "China-Portuguese Countries Business Cooperation Service Platform", the Government will fund Macao residents to attend postgraduate degree courses offered by universities affiliated to the Association of Principals of Portuguese-speaking Universities, thereby training more professionals of various fields.

The program is jointly organized by the Talent Development Committee and the Higher Education Fund, the funding quotas and amounts are as following:

Note: If the class I courses are not filled up in the year, the balance can be converted to class II courses. The total number of subsidized quotas for the two classes is 8 each year.

"Scholarship Scheme for Master's Degree Courses at the University of Coimbra, Portugal"

Brief introduction:

In order to train bilingual professionals, since 2017, the Talent Development Committee, the Technical Committee for Postgraduate Grants and the Macao Foundation have jointly launched the ‘Scholarship Scheme for Master's Degree Courses at the University of Coimbra, Portugal’, to fund maximum 3 students every year, and the scholarship amount per year is 58,000 Macao dollars (2018).

The Subgroup for Incentivizing Qualified Professionals

Specialist:A specialist refers to a specialized talent who has a good professional knowledge basis and excellent technical abilities in a certain field and adheres to professional ethics.

Training mode:To promote potential talents’ professional growth through training, study or experience, etc.

 

Project Introduction

"Training of Professionals on the Field of Financial Insurance"

Brief introduction:

In order to train more talents for the development of characteristic finance, the Talents Development Committee and the Macau Institute of Financial Services have signed an agreement in 2018 to organize a series of training activities in forms of seminars, workshops and short-term courses in 2019, targeting current practitioners and college students majoring in related disciplines. Activities will cover subjects such as Fintech, Insurtech, financial leasing, etc. It is expected that through the cultivation of talents, the growth of emerging industries will speed up ,and innovation will lead to a moderately diversified economy.

 

"Professional Certificate Examination Reward Scheme"

Brief introduction:

For meeting the demands of the government and development of the industry, the ‘Incentive Scheme for Personnel Training and Certification’ is introduced in 2019 to encourage employees to take professional certification examinations such as in finance and information technology.

 

The Subgroup for Cultivating Skilled Talents

Skilled talents: refer to a special type of talents who can apply their expertise to the job position, and master the basic knowledge and skills for the front-line production operation.

Training Mode: Vocational training is an important means of nurturing skilled talents. It is also the major way to improve the knowledge, skills, qualifications, experience and proficiency of practitioners. Skilled talents should be trained in a model combined theoretical knowledge with practical training.

"Cooperation Framework between Government and Enterprises in Vocational Training and Promoting Skills Certification"

Brief introduction:

In order to promote the cooperation between government functional departments and the industry, and realize the training policy of combining "Training, Examination and Application", the "Cooperation Framework between Government and Enterprises in Vocational Training and Promoting Skills Certification" (the following referred to as "framework") was established in 2015. The purpose is to promote the combination of training and examination, and effectively enable employees to improve applied vocational skills, so as to optimize the quality of human resources as a whole and creates favorable conditions for moderate diversification of economy. According to the policy guidelines of the Special Administrative Region of Macao in 2016, the Committee follows up the implementation of the Framework every year.

"Certification Center Information Platform"

Brief introduction:

In order to publicize and promote the relevant national, international or Macau accredited vocational certificates, their registration procedures as well as training courses, the "Certification Center Information Platform" was built in May 2017. It Combines the incentive measures of certification to continuously encourage residents to study for certificates. It is hoped that through the training and certification, residents' skills can be strengthened, and their mobility can be promoted.

Brief introduction:

The Talents Development Committee, the Education and Youth Bureau and the Macao Foundation have jointly launched the "Talents Training and Testing Incentive Plan" since 2017. In November 2017, the first phase of language proficiency test reward scheme was launched. From July 2018, the reward scheme was extended to the vocational skills certifications and other professional certifications. Through the rewards, residents are encouraged to actively plan for further study and participate in certificate tests. In doing so, residents are expected to continuously improve their professional skills; at the same time, a pool of various kinds of talents is reserved for the appropriate diversified development of economy.

 

Catalogue of rewards:

It consists of three parts: including reward catalogues of language proficiency tests, vocational skill tests and professional certification tests. Macao residents who have reached the designated level of test results during the reward scheme period can apply online. If they have won a reward in the same examination, the examination results must be higher than the previous reward-winning level. After getting the approval, they will be awarded 1,000 Macau dollar.
