Delegates of Zhuhai Municipal Committee introduces "Development Catalogue of Talents in Short Supply" to Talents Development Committee

To formulate timely strategies for talent planning and learn from the advanced experiences of other regions, the Talents Development Committee, through the assistance of the Liaison Office of the Central People's Government in the Macao Special Administrative Region, invited the Organizational Department of the CPC Zhuhai Municipal Committee to arrange a meeting in Macao with five representatives from the Municipal Human Resources, Social Security Bureau and Zhuhai City Hengqin New District Management Committee on 17th November to introduce the relevant contents of the "Zhuhai Development of Talents in Short Supply" (hereinafter "Catalogue of Talents in Short Supply")

The Zhuhai Municipal Human Resources, Social Security Bureau earlier announced the 2015-2016 "Catalogue of Talents in Short Supply" implemented in Zhuhai to clarify its demand for talents and realize a seamless connection between talents development and industrial structure. During the meeting, Deputy Director of the Bureau, Liu Bin, briefed the general background of talents development in Zhuhai and pointed out that talents development is closely related to the rule of law, talent training, talent competiveness, etc. Committee members then listened to the deputy section chief of the Bureau, Li Lin Jia, to introduce the entire structure of the "Catalogue of Talents in Short Supply", followed by the implementation and survey methods of the Catalogue introduced by Peng Jun Dong, general manager of Zhuhai Lan Ce Consulting Ltd. and the entire structure of the "Hengqin Catalogue of Special Talents" presented by Mu Bo Jun, Assistant Head of Hengqin New District Division of Party and Mass Affairs. Apart from experience sharing, representatives of the two regions also exchanged ideas on talents development in both places.

Tian Hua, Chief of Talent Section of the Organizational Department of the CPC Zhuhai Municipal Committee, noted that given the context of talent mobility on the Mainland, the government should make more efforts to create a pleasant environment for talent development and improve the entire system structure in technology, finance, education and healthcare, etc., guided by the main market and business functions. Committee members in attendance remarked that helping and promoting Macao residents to achieve upward mobility is the core objective of the Talents Development Committee, and despite the different talent planning strategies implemented in Zhuhai and Macao, the methodology applied in the structure and job classification of the Catalogue will provide useful reference for their future studies. In the future, the Talents Development Committee will maintain close communication and connection with talent organizations in different places on an ongoing basis to further improve the talent development planning strategies of the Macao SAR Government.

Delegates invited to the meeting included Liu Dong Song, Deputy Department Head of Human Resources of Liaison Office of the Central People's Government in the Macao Special Administrative Region and Chen Liang, Division Head of Human Resources. Committee members in attendance included Yeung Tsun Man, Lao Chi Ngai, Tai Wa Hou, Van Iat Kio, Ung Choi Kun, Pang Su-Seng, So Ying Suen, Tai Wong, Kuai Leng, Leong Heng Kao, Liang Baijin, Sou Chio Fai.
