Subgroup of Elites Nurturing Plan under the Talents Development Committee held its first meeting in 2015

Convened by Subgroup Leader Dr. Wu Zhi Liang, the Subgroup of Elites Nurturing Plan of the Talents Development Committee (SCDT) held its first meeting in 2015. Secretariat of SCDT reported the response on applications for the Subsidy Scheme for the Global Leaders Masters Course of University of Cambridge, and also on the progress in the discussion of the cooperation plan with UNESCO (the United Nations, Educational, Scientific and Cultural Organisation), as well as future cooperation plans with higher education institutions in Portugal. Committee members agreed to actively explore that cooperation opportunities with world renowned education institutions and international organisations, and believed that it would help nurture young leaders of Macao. Committee members also gave suggestions on enhancement and promulgation of the plans.

The Macao SAR Government has been active in formulating long-term mechanisms for talents development. The Secretariat of SCDT has been working on developing different elite’s cultivation cooperation projects, including the discussion with UNESCO on giving chances for the young people of Macao to have internships at the Headquarters of UNESCO or its subsidiaries, to allow young people a chance to widen their horizons and to gain experience. Besides, the Secretariat is also discussing cooperation plans with higher education institutions of Portugal to create more opportunities for Macao students to further their studies in Portugal, so as to nurture more Sino-Portuguese (bilingual) elites and to prepare talents needed for the building of ‘one centre, one platform’ for Macao.

The Secretariat also made a progress report on the Subsidy Scheme for Global Leaders Master Course of the University of Cambridge. Application for such has been closed on 31 January 2015 and more than 70 applications were received. The next phase of this subsidy scheme will be the screening and shortlisting phase carried out by the selection committee of the SCDT together with Clare Hall of University of Cambridge, to select no more than 3 finalists whom will be awarded the subsidy to support their participation in the initiative.

Furthermore, the Subgroup of Elites Nurturing Plan suggested forming a ‘Talents Cultivation Plan Registration System’ to collect information about talents cultivation programmes. Committee members will in due course study and evaluate this topic.

Committee members attended this Elites Nurturing Plan Subgroup included: Wu Zhi Liang, Sou Ying Suen, Pang Su Seng, Yu Wing Yat, Fong Ka Chio, Iu Vai Pan, Sou Chio Fai. Committee member Leong Lai was represented by the Deputy Director of the Education and Youth Affairs Bureau Lou Pak Sang, whereas Committee member Lei Heong Iok was represented by Lei Ngan Lin, Head of Academic Affairs of Macau Polytechnic Institute at the meeting.
