Talents Development Committee Held the First General Conference

The Talents Development Committee has held the first general conference at the Government Headquarters of Macao on April 2. Chaired by Chui Sai On, the President of the Committee and the Chief Executive of Macao, the conference determined the committee’s annual work plan, and discussed the establishment of specific task forces for follow-up work, investigation of talents selection, and working out a primary framework for the talents development program.

In the general conference, the president first introduces the main purposes and responsibilities of establishing the Talents Development Committee. He states that since the Government of the Macao Special Administrative Region was founded, the whole Macao society has developed rapidly, and its high demands for talents has soon highlighted. In order to construct and promote Macao’s roles as ‘a global tourism and leisure center’ and ‘a trading platform for economic co-operation between China and Portuguese-speaking countries’, and cope with the rapid growth of society, it is necessary to arrange the strategic deployment for talents development as soon as possible, in tandem with strengthening talents cultivation and reservation. For this purpose, the annual policy proposal of 2014 has launched several projects to build long-term mechanisms for talents cultivation. It includes the establishment of the ‘Talents Development Committee’, which is customized for formulation, planning and coordination of a long-term developing strategy about talents cultivation in the Macao SAR, as well as to conduct “Program of Elites Formation”, “Program of Motivating Qualified and Specialized Talents”, and “Program of Promoting Application-oriented Talents”. The committee also launches different schemes that strengthen local talents retention and encourage overseas talents returning to Macao, and accelerates the coordination of local, regional, and international talents training projects and events.

The president also indicates that it is important and necessary for the committee to lay a solid foundation in the first year. The committee should set up an efficient mechanism for investigation and information collection involved with talents cultivation, and operating the relevant work plans step by step, to guarantee a planned and systematical process of the talents development programs, and gain greater efficiency with mutual coordination and collaboration.

Then the Secretary-general presents the proposal and primary framework of the annual work plan, the establishment of specific task forces, the principles of talents selection, as well as a series of talents training programs. All committee members actively comment on current and forthcoming talents-involved issues, and concur in the establishment of task forces. The task forces are respectively responsible for planning and evaluating talents training strategies, executing talents training programs, and encouraging talents to return to Macao, in order to achieve better and more efficient work distribution, cooperation and long-term coordination. The task forces are formed by the committee members, and will carry out several work plans discussed and confirmed in the general conference accordingly.
